Who Is Burning Down Public Housing In Tasmania?

It's 'despicable' but lets not do anything about it.
Today, just like three days ago there was an arson attack on a public housing dwelling in Tasmania. By September 2012 there had been 65 arson attacks on public housing in Tasmania in one year. The 'hot spots' in Hobart are Bridgewater and Rokeby while in Launceston they are Ravenswood and Rocherlea. I heard one theory that unemployed builders were responsible for these attacks. That's very hard to believe but if true then its a major organised crime situation. Most people are blaming young people for these attacks. Are there 'serial arsonists' and why are they doing it and getting away with it? With a damage bill running into the millions every year why isn't the Department of Human Services being proactive and working with the police to put some of these buildings under surveillance? Electronic surveillance from a neighbouring property would be easy to do in this technological age. Why is this situation being allowed to continue with the authorities claiming to be powerless to stop it?
